CohnReznick has an exciting career opportunity for a Director to join in the Government Contract Advisory Practice in our Tysons, VA office. This opportunity may be hybrid.

The Director will work closely with client management and leadership to provide timely, efficient advisory support in the government contracting environment.  You will have responsibility to execute a wide range of advisory services on various ongoing special projects with our government contractor clients. The Director will support the growth of the Government Contract Industry Practice, while working directly with senior leadership of the firm. Additionally, this individual will coach, mentor and develop the Government Contract team.

Responsibilities:

Your focus will be on the following five areas:

  • Delivering Advisory services and maintaining an enterprise-wide understanding of CohnReznick offerings so as to maximize client value delivery
  • Client relations and engagement management
  • Support the growth of the practice and the firm through business development
  • Personal and professional development 
  • Mentoring, growing and developing team members

Specific duties include:

Advisory Services

  • Advise clients and manage engagement efforts regarding compliance with the DFARS Business System Rules including performing system readiness assessments and performing mock audits for Accounting, Estimating, CPSR and Property Systems;
  • Develop strategies to aid clients in the successful capture, pursuit and proposal on government awards
  • Assist client leadership with DCAA disputes and responses
    • Knowledgeable concerning DCAA approaches to conducting audits, as described in the DCAA Contract Audit Manual, Selected Areas of Cost Guidebook, Memorandums for Regional Directors (MRDs) and other sources
    • Provide assistance with DCAA rebuttals and responses to draft reports
  • Supervise the implementation of policies and procedures and internal controls
  • Advise clients on FAR/CAS (and agency supplemental regulation) Compliance
    • Manage incurred cost submissions
    • Oversee the preparation of CAS disclosure statements
    • Review indirect rate structure evaluations and provide alternative and optimized rate structures
    • Perform gap assessments for compliance with FAR/CAS and agency supplemental regulations
  • Advise clients on the government procurement compliance implications on post transaction activities such as
    • Cost accounting and business systems integration
    • Cost Accounting Standards administration for business combinations
    • DFARS External Restructuring proposals
  • Advise clients on the requirements of 2 CFR 200 and on the administration of grants and cooperative agreements
  • Advise clients on the administration of Federal Supply Schedule contracts (e.g. GSA schedules) including
    • Preparing proposals for obtaining FSS vehicles
    • Developing processes for MFC establishment and monitoring
    • Developing processes for fee tracking, recording and payment
    • Advise on the maintenance of FSS vehicles (e.g. modifications and renewals)
  • Utilize expert government accounting and compliance knowledge to support investigations and other matters conducted by client internal and outside legal counsel
  • Work across firm practices to deliver projects including
    • Buy/Sell side due diligence
    • Cybersecurity services
    • Managed accounting services
    • ERP and other system implementation/business integration services
  • Maximize the use of technology and automation in the delivery of the client experience

Client Relations and Engagement Management

 

  • Accept responsibility for, and complete engagements in accordance with client time and budget expectations
  • Make effective use of firm resources to complete a project
  • Manage a portfolio of client projects at all times
  • Promote teamwork and cooperation among the team
  • Foster effective relationships with clients and referral sources
  • Exhibit strong leadership skills and identify and solve problems in a team environment
  • Work with senior leadership to grow the Advisory business within the Government Contract Industry Practice
  • Oversee team development and scheduling
  • Encourage and oversee the delivery of consulting services maximizing the efficient and effective use of firm technologies

Required Skills:

  • Bachelor’s Degree in Accounting or Finance; CPA license is a plus
  • 15+ years of recent experience in the government contract industry; prior consulting experience is strongly desired
  • Experience with business development and sales
  • Extensive experience with Indirect Rates and Incurred Cost Submissions
  • Strong working knowledge of DFARS business system requirements, specifically CPSR; estimating is desired
  • Excellent analytical, technical, and advisory skills
  • Exceptional client service and communication skills with a demonstrated ability to develop and maintain outstanding client relationships
  • Excellent written, interpersonal, and presentation skills
  • Strong technical skills in FAR and CAS
  • Working experience with MS Office applications, especially Excel
  • Solid organizational skills with a demonstrated ability to multi-task
  • S. Citizenship
  • Active or inactive government clearance is a plus
